The Parable of the Phantom City

Found in Chapter 7 (The Parable of the Phantom City), this story reinterprets the nirvana of the voice-hearers and pratyekabuddhas as a provisional resting place rather than the final goal.

A large group of travelers must cross a vast and perilous wilderness stretching five hundred yojanas to reach a place of rare and precious treasure. They are led by a wise and experienced guide who knows every turn of the road. The journey is long, the terrain is harsh, and the dangers are real -- wild beasts, poisonous insects, barren stretches without water or food. After traveling a great distance, the travelers become exhausted, discouraged, and frightened. They tell the guide they cannot go on and wish to turn back.

The guide, a man of great resourcefulness, recognizes that if the travelers turn back they will perish, having come too far to retreat safely. Through his supernatural power, he conjures a magnificent city in the middle of the wilderness -- a phantom city complete with houses, gardens, ponds, gates, and towers. The travelers enter, find rest and refreshment, and regain their strength and courage. They believe their journey is over and they have reached their destination.

Once the travelers are fully rested, the guide dispels the phantom city, revealing it as an illusion. He tells them that the place of treasure is now close at hand and urges them onward. The wilderness is samsara, the cycle of birth and death. The travelers are sentient beings. The guide is the Buddha. The phantom city is the nirvana of the lesser vehicles -- a genuine and beneficial rest from suffering, but not the final destination. The place of treasure is the complete, perfect enlightenment of Buddhahood. This parable powerfully reframes the entire Buddhist path, revealing that what many took to be the endpoint was in reality a compassionate rest stop designed to prevent them from giving up before reaching the supreme goal.
